As per clause (1) of Part 1 of second schedule,
A CA in practice can’t disclose the information of a client to a third person without the prior consent of the client unless it is required by any law to do so.
That means if any law requires CA Parekh to disclose the information of the client, he can do so but not in any other case without the permission of client.
In this case he was not required by any law to disclose information of client. He also did not take permission from client hence it is breach of confidentiality and a professional misconduct under the aforementioned clause.
