If You delete few observations even with small values R2 will decrease i.e. even if the value was less important it was explaining some portion of dependent variable thus contributing to R2. If you remove that observation R2 will fall. SEE will increase because it represents the average distance that the observed values fall from the regression line thus it will be more dispersed because you removed few small observations.
